Balch Springs City Manager on Administrative Leave After DWI Arrest

BALCH SPRINGS (WBAP/KLIF News ) – The Balch Springs city manager is on paid administrative leave after he was arrested on suspicion of driving while intoxicated earlier this month, according to a statement from city officials.

The Kaufman County Sheriff’s Department took Charles Fenner into custody on November 7.

No other details about the arrest have been made public at this time.

Denys Pratt, the city’s chief administrative officer, has been named acting city manager.
