Garland ISD Employee Sentenced for Recruiting Foreign Teachers For Personal Gain

GARLAND (WBAP/KLIF News) — A former Garland ISD human resources employee will go to federal prison for two years for recruiting foreign teachers, hiring them instead of American applicants, then taking money to teach their orientation classes.

According to the U.S District Attorney’s office, 63-year-old Victor Leos then falsified documents to the Department of Labor to sponsor the teachers in order to make them permanent residents.

He admitted to making false statements on nearly 40 forms between late August and early December, 2012. Leos wrote on the forms that American applicants for the Garland ISD jobs were rejected for lawful, job-related reasons. The DA’s office says Leos knew that wasn’t the case.

Leos must also pay $317,482 in restitution.
